Until 2005, the UK Research Councils and other funding bodies made fees-only awards to EU fee status students. Following a ruling of the European Court of Justice, it is now Department of Education policy that maintenance stipends be paid to a category of EU citizens who have been resident in the UK for the purposes of work or education for the three years prior to the start date of their course.
