Changes to Fee Status Categories for 2028
There are four Home fee categories that were created in the wake of Brexit to protect the fee status of British citizens and their family members, and Irish citizens, who have been living in Europe under the EU Withdrawal Agreement. These categories will not be available to students starting courses in 2028 onwards.
Current Home fee students continuing on their course will keep their Home fee status, even if they were assessed as Home under one of these categories.

This is the main category for British citizens and their eligible family members who were living in the EEA, Switzerland or certain overseas territories before 31 December 2020 and have maintained residence in the UK, EEA, Switzerland or those territories since then.
This is the Irish-citizen equivalent of the category above, but it only applies to Irish citizens who were living in the EEA, Switzerland or certain overseas territories before 31 December 2020, and have maintained residence there or in the UK since then.
C: Brexit temporary offer for course starting before 2028, Settled and exercised a right of residence;
This category is for British citizens and people with the European right of permanent resident in the UK who exercised EU free movement rights before Brexit, and hold settled status in the UK.
D: Brexit temporary offer for courses starting before 2028: Residence in Gibraltar
Covers eligible UK and EU nationals resident in Gibraltar, and certain family members, who retain protected rights under the UK-EU withdrawal arrangements
